Common Challenges when Hiring in France

French language skills still matter for commercial hiring

English is widely used within international companies, particularly in Paris and the technology ecosystem, but French remains important for many customer-facing and locally focused positions.

For Sales, Business Development, Country Management, and other Go-To-Market roles, candidates often need to communicate confidently with French customers, partners, and internal stakeholders. This can make the available talent pool considerably smaller when companies also require specific industry expertise and seniority.

International employers therefore need to establish early whether native-level French is genuinely required or whether professional fluency is sufficient, rather than automatically applying the same language requirements to every role.

Hiring experienced professionals can take longer than expected

International companies entering France can underestimate the time required to identify, interview, secure, and onboard experienced professionals.

This becomes particularly relevant for senior and specialized roles, where sourcing the right profile can already be challenging. Apec found that among companies that recruited at least one executive-level employee in 2025, 50% experienced recruitment difficulties, with mismatches between applications received and profiles required among the main problems.

Once the right candidate is found, contractual notice periods can further extend the time before they actually join. Companies entering France should therefore build realistic recruitment and onboarding timelines into their market-entry plans.

Understanding the French “cadre” system

One particularly French consideration is the distinction between cadre and non-cadre employees. Many management, professional, and senior commercial positions are classified as cadre roles, with employment conditions influenced by the applicable collective bargaining agreement and company arrangements.

For an international employer unfamiliar with France, defining a position involves more than choosing a job title and salary. Role classification, seniority, working-time arrangements, and the applicable collective agreement can all influence how the employment package should be structured.

This is particularly important when hiring Country Managers, Sales Directors, senior consultants, and other leadership profiles for a first French team.

Comparing French salaries requires looking beyond base salary

A salary benchmark from Germany, the UK, or the Netherlands cannot simply be transferred to France.

Employers need to consider the broader French compensation and employment framework when calculating the real cost of a hire. Depending on the company and applicable collective agreement, the overall package may include elements beyond base salary, while employer social contributions also need to be incorporated into workforce budgets.

At the same time, candidates compare the overall attractiveness and security of the package, not simply the headline salary. Accurate local benchmarking is therefore particularly important when an international company is making its first hires in France.

France is not one homogeneous talent market

Paris dominates many areas of French corporate and executive recruitment, but France has strong specialized ecosystems outside the capital.

Lyon is particularly relevant for life sciences, pharmaceuticals and industrial businesses, Toulouse for aerospace, engineering and advanced technology, and Lille for retail, consumer goods, logistics and e-commerce. This means the best location and sourcing strategy can depend heavily on the type of talent a company needs.

Hiring challenges also vary considerably by sector. Despite a softer overall market in 2026, 43.8% of planned hires in France are still considered difficult by employers.

For international companies, deciding where to search can therefore be just as important as deciding whom to hire.
