Common Challenges when Hiring in Belgium

One country, but three very different talent markets

Hiring in Belgium cannot always be approached with one nationwide strategy. Brussels, Flanders, and Wallonia have distinct labour-market dynamics, languages, candidate pools, and business ecosystems.

A role based in Antwerp or Ghent may require Dutch and access to Flemish networks, while French is often more important in Wallonia. Brussels adds another layer, with many positions operating in bilingual or highly international environments.

For international companies, this means defining where the role sits, which customers it serves, and which languages are genuinely necessary before beginning the search.

Finding the right combination of language and commercial expertise

Belgium’s multilingualism can significantly narrow the candidate pool for customer-facing and commercial positions. This is particularly relevant in Brussels, where French and Dutch can both be important alongside English.

For example, OECD research found that 2 in 5 vacancies received by Brussels' public employment service explicitly required both French and Dutch.

For Go-To-Market roles, the challenge is therefore often not finding an experienced salesperson or business leader, but finding someone who combines:

  • The right French/Dutch/English language capabilities

  • Relevant industry knowledge

  • Strong commercial experience

  • The network and cultural understanding required for the target region

Requiring every language by default can also unnecessarily restrict an already specialized candidate pool.

High employment costs make compensation planning more complex

Belgium is a relatively expensive market for employment, making it important to look beyond a candidate’s gross salary when establishing hiring budgets.

In 2025, Belgium had the highest tax wedge in the OECD at 52.5% for an average single worker, compared with an OECD average of 35.1%.

This makes compensation benchmarking particularly important. International employers need to understand the total employment cost and local compensation structure, rather than simply translating a salary package used in another European market.

Compensation is more structured than simply negotiating a base salary

Belgian compensation is influenced by sector-level collective agreements, automatic salary indexation, and other locally established remuneration practices. Most Belgian wages are subject to some form of automatic indexation, although the timing and mechanism can differ between sectors.

Candidates may therefore evaluate an offer as a complete compensation package, rather than focusing exclusively on gross salary.

For companies entering Belgium for the first time, overlooking these local structures can lead to unrealistic salary budgets or an offer that looks competitive internationally but is less attractive within the Belgian market.

Sector-specific employment rules add another layer to hiring

Belgium’s employment landscape is heavily influenced by joint committees and sector-level collective labour agreements, which can affect elements such as salary scales, indexation, working conditions, and benefits.

This makes it difficult for an international company to simply transfer the employment framework it uses in another European country to Belgium. Even compensation decisions can be affected by the applicable sector framework; Belgium also operates a statutory wage norm governing how labour costs may increase.

For companies making their first Belgian hires, identifying the correct employment framework early is essential for budgeting the role accurately and creating a locally competitive offer.
