Common Challenges when Hiring in Spain

High unemployment doesn’t necessarily mean the right talent is easy to find
Spain’s unemployment rate remains comparatively high, at 10.3% in May 2026, but this can give international employers a misleading impression that hiring will automatically be easy.
The reality is more nuanced. Spain continues to experience significant skills mismatches, particularly when employers need candidates combining specialist industry knowledge, international experience, languages, and strong commercial capabilities. OECD data has found skills mismatch to be more prevalent in Spain than across OECD regions overall.
For senior Go-To-Market and leadership positions, accessing the right segment of the talent market matters considerably more than the size of the overall available workforce.

Spain is highly regional when it comes to talent
Spain should not be treated as one homogeneous recruitment market. Madrid has the country’s deepest concentration of corporate and high-skilled roles, Barcelona has a particularly international technology and digital ecosystem, while Valencia, Málaga, Bilbao, and other regions each have their own industry strengths and candidate pools.
These differences are measurable: the OECD reports a 15.5 percentage-point gap in employment rates between Spain’s top- and bottom-performing regional groups, larger than the 11.4-point average across the countries measured.
Companies therefore need to decide whether a position genuinely needs to be based in a particular city or whether widening the geographic search could significantly improve access to talent.

Collective agreements can influence how you structure a role
One of the less obvious challenges for companies hiring in Spain for the first time is the importance of collective bargaining agreements (convenios colectivos).
Depending on the company’s activity and applicable agreement, these can influence employment conditions and even aspects such as probation periods. Spanish employment law, for example, establishes default limits for probation but explicitly allows applicable collective agreements to determine different limits.
For an international company, this means a Spanish employment package cannot always simply replicate the structure used at headquarters or elsewhere in Europe. The relevant employment framework should be understood before finalising the role and offer.

The rules around temporary hiring have changed significantly
Companies familiar with Spain’s historical reputation for widespread temporary employment need to account for major labour-market reforms.
Since the 2021–22 reforms, temporary contracts have been restricted to genuinely temporary circumstances and hiring has shifted substantially toward permanent employment. The proportion of employees on fixed-term contracts fell from 24.8% in Q1 2022 to 14.8% in Q1 2026.
For companies entering Spain, choosing the appropriate contract type therefore requires more consideration than using temporary employment as a default way to test a new market.

Compensation needs to be benchmarked the Spanish way
Salary expectations in Spain differ considerably between cities, industries, and levels of seniority, so benchmarking against another European office can produce an offer that is poorly positioned locally.
Employers also need to understand how Spanish compensation is structured. For example, Spanish employees are generally entitled to two extraordinary salary payments per year, although collective agreements can allow these to be prorated across the year.
For international employers, this makes it important to compare total annual compensation rather than monthly salary alone and to understand how candidates in the relevant Spanish market expect their package to be presented.
